Halton Hills noise by-law: quiet hours and complaints

Construction and tool hours, music and barking, the urban and rural limits, exemptions, complaints and penalties.

Summary

In residential areas, Halton Hills' Noise By-law 2010-0030 bans construction equipment from 7 p.m. on weekdays, domestic tools from 9 p.m., and loudspeakers and amplified sound from 11 p.m. until 9 a.m. Persistent barking is banned at any hour, and some limits are stricter in the rural area than in Georgetown and Acton. Complaints go to Enforcement Services through an online request or 905-873-2600, ext. 2330.

Quiet hours

These rules apply when the sound is clearly audible at a point of reception: a spot on someone else's property within 30 metres of a building.

When is construction noise allowed in Halton Hills?

In residential areas, the by-law bans operating, loading or unloading construction equipment from 7 p.m. to 7 a.m. Monday to Thursday nights, from 7 p.m. Friday to 8 a.m. Saturday, and from 6 p.m. Saturday to 7 a.m. Monday, as well as on statutory holidays. Construction equipment is defined broadly, from hand and power tools to compressors, excavators, generators, pumps and concrete mixers.

Separately, construction equipment at a site within 600 metres of a residential area must stay under the by-law's maximum sound levels for each type of machine.

When does loud music have to stop?

In residential areas, the by-law bans operating loudspeakers or other devices that produce or amplify sound from 11 p.m. to 9 a.m. Outdoor patios and open-air areas of restaurants, bars and similar places within 100 metres of a residential area have their own overnight limit. Persistent or repetitive yelling, shouting, hooting, whistling or singing is banned everywhere in Halton Hills from 11 p.m. to 7 a.m. (9 a.m. on Sundays).

Even in the daytime, the by-law sets measured limits on amplified sound heard at a neighbouring home, and the sound of a car stereo may not be heard more than 10 metres from the vehicle at any time.

Which other noises have set hours?

In residential areas, loading, unloading or handling containers, goods or refuse is banned from 9 p.m. to 7 a.m., Monday to Saturday, and all day on Sundays and holidays. Running generators (except in a power failure), venting, grinding, milling or other industrial equipment is banned from 11 p.m. to 7 a.m. Heavy equipment at salvage yards and recycling operations is limited to daytime hours, and blasting is banned anywhere in the Town from 6 p.m. to 7 a.m. and all day on Sundays and holidays.

Noise banned at any hour

What vehicle and engine noise does the by-law cover?

At any hour, the by-law bans running a combustion engine in a residential area without an effective muffler in good working order, running dirt bikes, trail bikes, snowmobiles, all-terrain vehicles, go-carts and similar machines within 500 metres of a residential area except on a highway or licensed race track, and running engine-powered model vehicles in residential areas when clearly audible next door. Selling or advertising by shouting or amplified sound is banned everywhere, at all times.

Are the limits different in the rural area?

Yes, for measured sound. The by-law maps the Town into an Urban Class 1 area and a Rural Class 2 area. A home's central or window air conditioner may not exceed 50 dBA at a neighbour's point of reception in the urban area but 45 dBA in the rural area, and the level below which fixed equipment such as pumps or fans is not restricted is lower too: 45 dBA by day and 40 dBA in the evening and overnight in the rural area, against 50, 47 and 45 dBA in the urban area.

Normal farm practices are exempt from the by-law, but farm noise that is not a normal farm practice is banned at any time in residential areas.

Exemptions

What noise is exempt from the by-law?

The by-law does not apply during an emergency affecting public health, safety or welfare, to Town or Halton Region crews doing emergency work or operating, maintaining or installing public infrastructure (including waste collection and snow removal), to normal farm practices, to reversing beepers required by law or safety practice, or to the community events listed in its Schedule B, such as the Acton and Georgetown fall fairs, Canada Day in Acton, local Santa Claus and Remembrance Day parades and the Georgetown Highland Games.

How do I get a noise exemption for an event?

Exemptions are granted by Town Council by resolution. Apply to the Clerk's office on the Town's form at least 8 weeks before the event date; late applications are not considered. You must describe the event, the sound source, the by-law section you need relief from, the times, and at least one contact person who will supervise on site. Staff then notify nearby owners at least 10 days before Council hears the application: within 60 metres in the urban area and within 500 metres in the rural area.

The form shows a $206 fee; the Town's 2026 Rates and Fees by-law sets the noise exemption application fee at $212 for 2026. Breaking any condition Council sets voids the exemption immediately.

Complaints and penalties

How do I make a noise complaint in Halton Hills?

Submit an Enforcement Service Request to the Town's Enforcement Services, which lists construction noise, barking dogs, amplified sound and air conditioner or pool pump noise among the noise concerns it handles. Enforcement Services does not take anonymous complaints, and the information you give is protected under provincial privacy law.

For immediate, emergency help outside business hours, the Town directs residents to Halton Regional Police Service.

What are the penalties for breaking the Noise By-law?

Since 2025 the Noise By-law is covered by the Town's non-parking administrative penalties system, so an officer can issue a penalty notice for each day a contravention happens or continues. For a person who is not a corporation, most noise contraventions cost $400 a day for a first notice, $600 for a second and $1,000 for later ones. Corporations face higher amounts under a separate schedule.

If prosecuted in court instead, a person can be fined up to $50,000 and a corporation up to $100,000, and an officer can also order the noise stopped or the problem fixed.
