Halton Hills seeks planners for 454 hectares of south Georgetown, including the proposed hospital site

The Town is hiring consultants to plan the Georgetown Expansion Lands south of 10 Side Road, between Trafalgar Road and Tenth Line. Bids close October 21. A proposed agreement has landowners paying the estimated $1.5 million cost up front.

What is being planned

The Georgetown Expansion Lands cover about 454 hectares (1,122 acres), not counting the natural heritage system. They sit south of 10 Side Road, between Trafalgar Road and Tenth Line, and include the proposed hospital site and the lands just east of it, according to Town report PD-2026-075. The land was added to the Town's urban boundary through Halton Region Official Plan Amendment 49, as modified by the Province through Bill 162 on May 16, 2024, so that farmland could be converted to homes and community uses for growth to 2051.

Before anything can be built, the Town has to prepare a secondary plan: the land-use designations and policies for the area, including where homes, parks and community uses go, and how growth is phased, serviced and paid for. The work includes a scoped subwatershed study to confirm the natural heritage system. The area drains to Sixteen Mile Creek, which Conservation Halton oversees, and the Credit River, which Credit Valley Conservation oversees.

Where things stand

Two staff reports dated June 30, 2026 were on Council's July 13 agenda as immediate-action items. One asked Council to endorse the project's terms of reference in principle. The other asked it to approve a financial agreement with the landowners and a $1.5 million capital project funded entirely by them. Both said the next step would be a request for proposals to hire a consulting team.

On September 18 the Town published that request, RFP 2026-133-P, on its bidding site. It seeks a consultant for what it calls the Georgetown Expansion Lands Integrated Planning Project, also referred to as a secondary plan. Bids close at 2 p.m. on October 21, 2026, and the contract duration is listed as 24 months.

Who pays, and who is at the table

Under the proposed agreement in PD-2026-076, the Halton Hills (South Georgetown) Landowners Group Inc., made up of owners of properties of 20 hectares or more in the area, would pay the estimated $1.5 million cost up front through a trustee and cover any amount by which the winning bid exceeds that figure. The Town would keep control of choosing the consultant. It would repay the group in two equal instalments once the plan is complete and development begins, the first by December 31, 2036 and the second by December 31, 2041, using development charges collected from growth.

The draft terms of reference set up three groups. A technical advisory committee, made up of the representatives a provincial regulation requires, reviews the work as it goes. A steering committee includes members of Council, Town staff and local residents, landowners and business owners. A landowner and agency working group includes the landowners and, when needed, agencies such as Halton Healthcare.

How residents can take part

The report recommends creating a project web page for study updates and engagement opportunities. Open houses are planned at each main phase, but the report says their timing will be set only after a consultant is chosen. The Town says it will use its Let's Talk Halton Hills platform to promote them.
